WebTl;dr: roughly 80-85% damage nerf in melee, roughly 70% damage nerf on range, roughly half the range removed. 450 damage is absolutely nothing for the lengthy animation that it locks you in. Regular powerstanced katana attacks would do ~800 damage in the same amount of time and proc almost two bleeds. It's not very good anymore, it's garbage.
